This article examines the role of the "Document for the Development of Mahdavi Culture and Expectation" in achieving "Preparatory Governance". The Mahdiism Document was approved by the Supreme Council of the Cultural Revolution in 2023 (1402 SH) and communicated by the late President, Martyr Ayatollah Raisi. Despite its approval and notification, its relationship with the model of preparatory governance and its capacity to meet the civilizational governance requirements of the Islamic Revolution has not been systematically explained. Utilizing a descriptive-analytical method based on the themes mentioned in the "Statement of the Second Step of the Revolution"—as one of the primary documents outlining the New Islamic Civilization—this paper attempts to align the components of preparatory governance with the Mahdiism Document and present the document's role in realizing such governance. The findings indicate that the Mahdiism Document, by emphasizing the institutionalization of Mahdavi culture within the realm of governance and its promotion across all aspects of individual and social life, aims for increased public participation, the improvement of lifestyles, empowerment of community members, the expansion of justice and equity, and the elevation of spirituality and ethics in society. These objectives can serve as the foundation for an effective model of Islamic governance.
