In recent decades, particularly with the widespread application of Artificial Intelligence (AI), modern cognitive warfare has emerged as one of the most complex soft threats, gaining a significant position in social security studies. This type of warfare aims at the gradual alteration of perceptions, beliefs, and the semantic systems of society, targeting the foundations of identity and public trust. Consequently, confronting it requires attention to and the utilization of capacities beyond mere security or media tools. Among these capacities are deep-rooted religious institutions such as the Holy Shrines and sacred sites of Islamic Iran, which, with a significant audience of tens of millions, possess extensive social capital and deep emotional and cultural ties with the body of society, continuing to function successfully in their respective domains. Using a descriptive-analytical approach, this research examines the role of the Holy Shrines and sacred sites of Islamic Iran within the framework of "Preparatory Governance" (Governance for Ground-setting) in the context of cognitive warfare. This governance, in the thought of Imam Khomeini, emphasizes the conscious participation of the people, the strengthening of faith, and social responsibility, providing the platform for the realization of a Monotheistic and Mahdavi society. The research findings indicate that the Holy Shrines and sacred sites, as grassroots entities with their cultural and educational capacities, are capable of playing a key role in enhancing cognitive resilience, reproducing social trust, and strengthening cognitive faith. Redefining the mission of these institutions within the framework of preparatory governance can pave the way for the maximum utilization of this capital to actively and civilizationally counter modern cognitive threats.
