The Pattern of Preparatory Governance: An Analysis of the Logic of Decision-Making in the Conduct of the Supreme Leader

Abstract

This research aims to explain the logic of decision-making within the governance system of the Islamic Republic of Iran based on the thoughts of the Supreme Leader of Iran, examining the link between epistemic foundations and behavioral policies in the process of civilization-building. The primary research question is: How has jurisprudential-strategic rationality managed to create a balance between fixed divine ideals and changing global realities? The research methodology employed in this article is the thematic analysis of the statements and practical conduct (Sira) of Ayatollah Khamenei.
The findings indicate that the logic of "Preparatory Governance" (Governance for Ground-setting) is established upon three fundamental pillars: First, "Religious Democracy," which, as the sole channel for the actualization of divine power, emphasizes human dignity and the authenticity of collective growth; second, "Jurisprudential Rationality," which—relying on the methodology of Jawahiri jurisprudence and the management of the element of Maslahah (expediency/public interest) in both present and subsequent contexts—resolves executive deadlocks without succumbing to secular values; and third, "Governance Piety," which serves as an ethical guarantee, preventing the deviation of power toward corruption and tyranny. The results suggest that this comprehensive model, through the precise application of the rule of "the more important and the important", charts a path where the preservation of the system's principles and the civilizational maturity of society take precedence over short-term interests, elevating governance from routine management to a history-making movement toward preparation for the Era of Reappearance.
